Line a small baking dish with parchment paper.
Place rolled oats in a bowl and pour hot water over them, then leave for about 5 minutes to soften.
Finely chop the onion and red bell pepper, and mince the garlic if using.
Add salt, black pepper and oregano to the softened oats and stir.
Crack in the eggs and mix until smooth.
Fold in the chopped onion, red bell pepper and garlic.
Stir in the shredded cheese until evenly distributed.
Pour the mixture into the lined baking dish and spread it evenly.
Sprinkle black and white sesame seeds on top.
Bake at 180°C / 350°F for about 15 minutes, or until set and lightly golden.
